Another problem for an industrilizing country is ensuring there are enough skilled and educated workers. Education is, therefor, a key element in building the new India. It is difficult, however, to give evetyone a good schooling when so little money is invested in public education. Schools have far too few teachers and classes are poorly organized.
People with the money to spare will send their children to private schools. Another problem is that highlyeducated people will tend to take their skills out of India, choosing to take better paid jobs abroad.

The vast majority (70%) of India's population still lives in rural areas. The contrast between the lives of the poor and those of India's new middle and upper classes is striking. If this gap
